Résumé : Le texte analyse, à travers une étude de cas qui fut l’objet d’une intervention institutionnelle de la part de l’auteur et de l’équipe de l’Observatoire du Bouc Émissaire, les silences au sein du mécanisme du bouc émissaire à l’aune du couple structurant des institutions : institué-instituant. Il analyse en quoi le silence est doublement actif, participant à la fois de la dynamique oppositionnelle instituant-institué mais aussi du tiers qui consiste en l’institutionnalisation de l’instituant. Il s’appuie sur un silence institué et un silence instituant qui, dans tous les cas, participent de la construction du mécanisme du bouc émissaire. Il convoque les silences pour mesurer en quoi ils constituent des éléments d’accélération et de ralentissement des étapes du processus. De même, il y fait appel pour comprendre la construction des figures au sein du mécanisme du bouc émissaire, qu’elles soient accusées, accusatrices ou neutres.

The scapegoat-silences
Abstract : This paper is based on a case study led by the author and the research team « the Observatoire du Bouc Émissaire ». Its aim is to analyse the silences within the scapegoat’s mechanism. And to do so, it is focusing on the structuring role of both instituted and instituting silence. It therefore explores the doubly active role of silence that participates in the oppositional dynamic « instituting – instituted », but also considers a third term brought by the institutionalization of the instituting. It shows both an instituted and an instituting silence, which in all cases, participate in the construction of the scapegoat mechanism. It measures how both types of silences constitute elements of acceleration and deceleration of the different stages of the process. It finally presents the construction of the figures of the accused, the accusing or the neutral that structure the scapegoat mechanism.
