Résumé : En établissant dans chaque département, par l’ordonnance du 26 février 1835, « un inspecteur spécial de l’instruction primaire », le ministre de l’Instruction publique, François Guizot, rendait permanente une institution qui, au cours de l’année 1833, avait mené une inspection extraordinaire sur tout le territoire. Cette vaste enquête conduite par près de 500 inspecteurs choisis essentiellement parmi les membres de l’enseignement secondaire montrait les conditions difficiles dans laquelle se donnait l’instruction primaire tant sur le plan des locaux que sur celui des personnes. Heureux effets de cette inspection, l’enseignement primaire se dotait enfin comme tous les grands services publics, mais bien après l’enseignement secondaire, d’un personnel d’agents spéciaux chargés d’en surveiller la bonne marche, d’en assurer la régularité, d’y maintenir, avec l’ordre, l’unité de principe et d’action.

Abstract : By the decree of the 26th February 1835 which established a post of « Special Inspector of Primary Schooling » in each Department, the Minister of Education, François Guizot, made permanent an institution which, in the course of 1833, had carried out a campaign of Primary School inspections throughout the country. This huge survey conducted by 500 inspectors selected from among secondary education personnel brought to light the difficult conditions in which primary education was being dispensed, both in terms of premises and of people. As a positive result of this inspection, primary education finally gained, like all the other major public services, a staff of specialists responsible for supervising its correct functioning, of ensuring its regularity, of maintaining therein not only order, but also a unity of theory and of action.
